TVR Legislation Update: June 17, 2026

TVR registration has been pushed out to September 1, 2026.

Bill 147 will be heard again at the Leeward Planning Commission on JULY 16, 2026. Bill 147 received a unanimous favorable recommendation from the Windward Planning Commission on July 2, 2026. After the Windward Planning Commission provides its recommendations on the bill, it will be returned to PCPLUED for amendment and further committee review. Once passed out of committee, it will have a minimum of two hearings in council.

There are two new bills that will come before Council Committee on July 22, 2026, related to TVRs. The first, Bill 173, creates a new Bed and Breakfast Homeowner Tax Class, preserving the 3% CAP for homeowners that also use their homes as a B&B. It also creates a property tax amnesty period to allow for people to register their B&B without being held liable for back taxes and penalties if they have not been in the correct tax class.

The second, Bill 175, creates a 4-month grace period to register a TVR, making the registration period Sept. 1 to Dec. 31, 2026. It also makes editorial corrections and makes it clear that B&B applications that have been accepted or approved by the Planning Department prior to the effective date of Ordinance 25-50 (Sept. 1) will be deemed registered.

Council Members Ashley Kierkiewicz and Heather Kimball hosted a community informational briefing on proposed changes to Hawai'i County's vacation rental regulations. Amendments come nearly four years after the initial vacation rental ordinance was adopted in November 2018, and looks to comply with recent changes to Hawai'i State Statute, which refers to these rentals as Transient Accommodation Rentals or TARs.
